1996 Chevy Tahoe high idle

The engine idles at 1300 rpms when in park, the wierd thig is that I can put the truck in neutral going 40 mph, and the rpms jump to 2000. They will hang there until I come to a stop. How ever long it takes. Tried a new air idle valve, no luck. Sprayed the intake with starting fluid looking for a vacum leak, no luck either. The throttle plate is completely closed at idle to.

Check the throttle cable for and signs of wear. Check the throttle plate rod for any sticking or binding. Check it when the engine is cold and also when it is hot -- with the engine off for safety -- we don't want to blow up the engine -- do we? The throttle plate rod eventually wears out and binds up. Lubricating the TB rod is not recomended.
