2003 Silverado Speedometer Failure

My 2003 Silverado with 93,000 miles has developed a speedometer problem. It will suddenly peg at 120 MPH. Dealer wants $520 to replace instrument cluster. Auto parts store employee thinks it may just be the transmission sensor. All other guages work. I have had success with pulling the fuse for the instrument cluster and replacing it. It isn't blown but just pulling it out and putting it back in resets the speedometer to 0. It will work for a couple of days and then peg out to 120 again.
Any suggestions?

look for a bad ground, what could be happing is a bad ground is causing the speedometer to surge without blowing the fuse
