2003 Chevy S-10 heater

I can get heat (air flow) thru the defroster and the IP outlets, but no airflow to the floor. Is this a fuse problem? Vacuum problem?

Sounds like a relay problem. If you are getting heat then the heater core is flowing properly. There are relays that control the heater settings. They are behind the dash and run into the control pannel. If that does not work then the control pannel itself is bad.
