Very little heat comes out floor vents, also seems to smell hot. Thermostat was just replaced

The blower seems to be working, heat is blowing out of the upper vents

Yes, temp is fine no flucuations. Thermostat was just replaced

Air seems to move only to upper vents, a small amount of air can be felt on lower vents

I think you have a blend door issue, I would research that some if I were you.

There was a TSB on such problems. TSB 03-01-38-009, replace the vacuum switch in the transfer case and the HVAC control. Check for any large amounts of oil in the HVAC system.

If the automatic transmission fluid had been changed recently, ensure it is not overfilled.
