1995 Chevy S-10 4 cyl Two Wheel Drive Manual

My shift light stays on but my speedometer doesn't work. I have replaced my speed sensor, a bad wire, the ECM and the dash cluster. None of these worked and I was wondering if it may be the VSS buffer and where its located.

Follow steps below to pinpoint culprit .. the VSS buffer is behind rightside instrument panel..

Where behind the right side instrument panel exactly is it? Under the ECM, behind the rightside kick panel, or behind the dash cluster, or what does it look like?
