Turn Signal Not Working

I have a 1985 Astro van with approximately 169,000 miles. The left and right turn signal lights does not flash on and off, it stays on to the side the turn signal lever is switch to. The hazards light circuit functions okay. I've replaced all four bulbs and the turn signal still doesn't flashes. I've been told that there is a flasher unit that is part of the circuitry. If there is, I can't seem to locate it. I checked the fuse panel and I don't seem to see a flasher unit install. Can anyone tell me where it is located or does it uses one?

Yes it has one. Under the dash near the steering column.

Thanks for the speedy response. You may need to elaborate more for me. I looked under the dash and close to the steering column. I can't seem to locate it. Do I need to remove anything?

To the right of the column, in a bracket, attached to the back of the instrument panel.
