Would a clogged erg valve be cleaned or replaced in a complete top end engine overhaul? The check engine light keeps coming on and it is overheating?

Hi there kjakew and TY for the donation this is what keeps the site going.

Multiple problems:

Clean out the EGR valve and passsages thoroughly-CEL On have the computer scanned for code/s to identify where in the engine management its coming from. Could be the EGR valve

Overheating-Is it actually boiling over or just the gauge that's telling you?

The car had a complete top end overhaul and overheted and died on the way home. The next morning we took it to another repair shop and discovered the problem as a clogged rusty erg valve which had to be replaced in order to fix the problem. My question is should the erg valve been fixed during the first compete overhaul or is it standard to not include that in a complete repair job

Its not a standard practice top end work for some shops is just the valvetrain components-
