Yes, Hello I recently had my catalytic converter replaced but they also changed both upper and lower
oxygen sensors. It's my belief that with no "CHECK ENGINE" light activated that only the C. Converter
was bad. What is your perspective?

Catalytic converters rarely fail. When they do fail, it is almost ALWAYS caused by a faulty oxygen sensor. Oxygen sensors should be replaced on a normal basis just like engine oil, filters etc. Most people don't do this though and then they have a much larger bill to pay when it comes to replacing the sensors as well as the cat. Converter. I believe your repair shop did the right thing.
