2002 Impala wiper blades

The driver's side wiper on my Impala will not run when turned on - it's entirely possible it was frozen to the windshield - any suggestions?

Yes it may have been, place both wipers in the park position and check the wiper arm bolt to see if it is tight if not tighten it and recheck, gm safeguard,

Thanks for your help - I have tightened the bolt & it's working better, but now the driver's side wiper goes off the side of the windshield - like it's set up too high. Can I fix that?
