How do I replace my serpentine belt. The pulley on top has a motor mount does it have to be removed and if so does the motor need to be supported?

Locate the tensioner and lift away from the belt
Be sure to draw how the belt is routed if there is no under hood sticker showing it

My serpentine belt keeps breaking, I found that the bottom pulley (with grooves) does not move. Is that the problem?

Hi jcapone,

If the main pulley is not moving, the serpentine belt would not move. The main pulley must move when the engine is running.

I am confused by your question.

I started the car this morning and heard a strange clicking kind of noise. Thought a bird got caught in the belt or something. Then realized I had no power steering. Looked under the hood and the belt is so way loose, but not broken. How do I tell if its the belt or the tensioner. The belt is real loose. It's old but not frayed. Some cracks in it. Could it have stretched that far? How can I tell if it's a bad tensioner?

If it's the correct belt, routed correctly and none of the pulleys are bad, then all it can be would be the tensioner.

My drive belt is going bad, and I have been putting oil on it and it slipped off and now I cannot figure out how to release the tensioner on the belt.

Worse thing you can do is to put oil on a belt. Clean all the pulleys with choke cleaner or brake clean then replace the belt and tensioner. See picture arrow shows which way to move tensioner.

Only if you replace it which you should due to age and replacing belt as well.
