I have a 96 cavalier with a 2.4 with 185,000 the car surges from about 500 rpm to 1200rpm upon starting, and will stall in let set idling. But if you put car in gear and drive away quickly it will hesitate for a second then will be fine, all this done with a/c off. But the situation will start all over again when you shut it off.

How long has it been since youre car has had a tune up. Also has the coil packs been tested. How about youre throttle body area, Has it been cleaned with throttle body cleaner. IAC sensor could be carboned up, May need cleaning as well.
