My car makes a noise in the front which sounds like rubber rubbing somewhere, the garage has put on new tires, calibers, rotors and front end bearings and it still makes the noise what else could it be

Does this happen all of the time, over bumps, speed related?

Yes it does this while you are driving you can hear it all the time it's. It does it when the wheels are in motion and turning and when you slow down it gets louder

To start, check the backing plate behind the rotors. They rust and bend and can rub against the rotor making noise.
