My problem is that the hood does not pop open, or even move, when I engage the release. Are there several possibilities? Is it a costly repair? Would the expense, given the car's age, be justified?

You will have to replace the cable. If you can disconnect the hood lever and pull the cable with some vise-grips, pop the hood. Get a replacement cable (check availability first).

If the cable is broke, you will have to raise car and unlatch hood from underneath.
