1995 Chevy Cavalier 4 cyl Two Wheel Drive Automatic

the starter was replaced. now it engages with out the key being on and makes a noise like its hitting the flywheel

Remove the starter and have it tested at any auto parts store (free service). Check the connections to the starter (battery and solenoid) and that the starter is properly grounded.
It may be the wrong starter or the new starter is bad.
