1995 Chevy Cavalier starter

i am getting power to everything in the car and 12 volts at the battery and the alternator is good but when you turn the key to turn over the starter the starter does not turn over to start the motor i bought a new starter and hooked it all up but it did not change the problem. i am not sure but is there any fuseable links in between the ignition and the starter that could of gone bad because when i got in the car there was a smell of burnt plastic or rubber. all of the fuses in the box are good and under the hood if there is anything that i might be able to do please let me know.

Check neutral safety switch
do you have security light on
does the car have or have an after market alarm system
and if so check wiring under the steering
check and trace the power from the ignition switch when in start position if not switch no good
