Engine Turning No start.

I have a 1991 Caprice classic with 75536 miles.
When I try to start the car the Engine will turn but will not start. I have never had this problem anytime starting it up. Now before this issue started I just drove the car home and starting taking the headlight switch (it arcs when they're are turned on) It did it a few times before removing it. Which is why I think I may have blew a fuse. I checked all the fuses on the drivers panel. They're all good. When I turn the key to the "on" position I don't hear the fuel pump..Should I? I think I may have blew the fuel pump fuse or the relay. What kind of jumper can I use to test the fuel pump?

You should be able to hear the fuel pump. There is a by-pass test post that you can check the pump. It is located on the right side of the engine compartment.

I bypassed the relay and the pump did not run. So I replaced the pump. Upon replacing the pump. It didn't run when I turned the key. So I bypassed the relay once again. And the pump ran this time. After checking all the wires to the relay we found that we weren't getting voltage when turning the key. After taking a break and scratching my head. I checked all the panel fuses again. And also seen I had a blown ECM fuse. After all that it works now. The pump was apperently bad and I had blown a ECM fuse. Thanks alot.

Those multiple problems can be stressful, especially after the work to change that pump. Glad to hear it all worked out, and thanks for finalizing the post.
