fuel gauge doesn't work when I start the car the gauge goes all the way to full and stays there for 20 seconds or so? Then the gauge drops all the way back down to well below the empty mark and stays there regardless of the amount of fuel in the tank what is the solution to my problem I'm donating my time to repair this car for a single mother of two Thanks.

You have a job on your hands. This is common indication of a malfunctioning fuel level sensor (float) in the gas tank. The problem here is that on a Camaro, to remove the gas tank is a MAJOR job. You even have to lower the rear end (differential). Normally NOT a job that can be done at home and usually pretty expensive at a shop.

Slight possibility of the problem being the fuel gauge in the instrument cluster itself, but very doubtful.
