How does electrical current reach the power pump? Through ignition when opened, or when cranked?

Thanks.

When you turn the key on, no crank, the pcm sends voltage to the coil side of relay, green/white wire, this will energize the relay for a couple seconds, if no rpm signal the circuit goes dead. Upon cranking, if there is an rpm signal that circuit stays hot.

On the load side of relay, the orange wire, gets feed from the ecm B fuse, hot all the time. When the relay is energized, the gray wire goes hot, carries voltage to the pump.
