Car wont start

I stopped at my house and shut the car off. A couple minutes later I went back out to my car and it would not start. The engine is not cranking over. The starter is not clicking nothing. The lights and radio work. The reverse lights work. I have taken off the battery and tightened the starter because the top bolt on the starter was loose. I filled up the water reservoir. I checked the oil. I do not know what else to check.
