1993 Cadillac EL Dorado Pass key problem

Car not started in 2 years, new battery, try to start and keep getting anti-theft message and to wait 3 minutes, tried different keys and same result. Need to know how to bypass security system.

Jump the ignition cylinder wires at the base of the column, with a resistor value that matches the key pellet resistance. They are the two small white wires the emerge from the orange conduit.
