Is there a wiper motor relay on a 99 Cadillac Deville? I have replaced the motor and the circuit board and it still will not work. I have also replaced the fuse under the hood.

Hello –

If you need to get back with me please let me know if your model is just a DeVille or Concours or d’Elegance. Also the engine size in liter.

There is a relay and it is the Accessory relay located in the under hood relay center.

I have attached the system check out for you.

TEST 1: WIPERS DO NOT RUN IN ANY MODE
1. Perform SYSTEM CHECK under TROUBLE SHOOTING. Go to next step.
2. Check WIPERS fuse (30-amp) in underhood fuse block. See COMPONENT LOCATIONS. If fuse is open, go to next step. If fuse is okay, go to step 4.
3. Replace WIPERS fuse. Perform SYSTEM CHECK under TROUBLE SHOOTING.
4. Disconnect wiper/washer switch connector C202. See COMPONENT LOCATIONS. Turn ignition switch to RUN position. Connect test light between ground and wiper/washer switch connector C202, terminal E5 (Yellow wire). If test light illuminates, go to step 16. If test light does not illuminate, go to next step.
5. Using test light connected to ground, backprobe accessory relay connector terminal A1 (Orange wire). Accessory relay is located in underhood relay center. See COMPONENT LOCATIONS. If test light illuminates, go to next step. If test light does not illuminate, go to step 11.
6. Using test light connected to ground, backprobe accessory relay connector terminal A3 (Yellow wire). If test light illuminates, go to next step. If test light does not illuminate, go to step 12.
7. Connect test light between accessory relay connector terminals A3 (Yellow wire) and B1 (Black wire). If test light illuminates, go to next step. If test light does not illuminate, go to step 15.
8. Check for open or poor connection in Yellow wire between accessory relay connector terminal B3 and wiper/washer switch connector C202, terminal E5. See WIRING DIAGRAMS. If open or poor connection is found, go to next step. If wiring and connection are okay, go to step 10.
9. Repair open or poor connection in Yellow wire between accessory relay connector terminal B3 and wiper/washer switch connector C202, terminal E5. After repair, perform SYSTEM CHECK under TROUBLE SHOOTING.
10. Replace accessory relay. After replacing accessory relay, perform SYSTEM CHECK under TROUBLE SHOOTING.
11. Check for open in Orange wire between underhood fuse block and underhood relay center connector terminal A1. See WIRING DIAGRAMS. Repair as necessary. If Orange wire is okay, repair open in power feed circuit to underhood fuse block. After repair, perform SYSTEM CHECK under TROUBLE SHOOTING.
12. Check ACC fuse (10-amp) located in rear compartment fuse block. See COMPONENT LOCATIONS. If fuse is open, go to next step. If fuse is okay, go to step 14.
13. Replace ACC fuse. After replacing fuse, perform SYSTEM CHECK under TROUBLE SHOOTING.
14. Check for open in Yellow wire to accessory relay connector terminal A3. See WIRING DIAGRAMS. Repair as necessary. If Yellow wire is okay, repair open in power feed circuit to rear compartment fuse block. After repair, perform SYSTEM CHECK under TROUBLE SHOOTING.
15. Repair open in Black wire between underhood relay center connector terminal B1 and ground connection G204. See COMPONENT LOCATIONS and WIRING DIAGRAMS. After repair, perform SYSTEM CHECK under TROUBLE SHOOTING.
16. Disconnect wiper motor 3-pin connector C2. Connect test light between battery voltage and wiper motor connector C2, terminal " C" (Black wire). If test light illuminates, go to step 18. If test light does not illuminate, go to next step.
17. Repair open in Black wire between wiper motor connector C2, terminal " C" and ground connection G101. See COMPONENT LOCATIONS and WIRING DIAGRAMS. After repair, perform SYSTEM CHECK under TROUBLE SHOOTING.
18. Reconnect wiper/washer switch connector C202. Disconnect wiper motor 6-pin connector C1. On models equipped with RAINSENSE(R) system, connect test light between ground and wiper motor connector C1, terminal " H" (Dark Green wire). On models not equipped with RAINSENSE(R) system, connect test light between ground and wiper motor connector C1, terminal " C" (Dark Green/White wire). On all models, if test light illuminates, go to step 22. If test light does not illuminate, go to next step.
19. On models equipped with RAINSENSE(R) system, check for an open in Dark Green wire between wiper switch and wiper motor connector C1, terminal " H". On models not equipped with RAINSENSE(R) system, check for open in Dark Green/White wire between wiper switch and wiper motor connector C1, terminal " C". See WIRING DIAGRAMS. On all models, if wiring is okay, go to step 21. If wiring is open, go to next step.
20. Repair open in Dark Green wire (models equipped with RAINSENSE(R) system) or Dark Green/White wire (models not equipped with RAINSENSE(R) system) between wiper switch and wiper motor connector C1. After repair, perform SYSTEM CHECK under TROUBLE SHOOTING.
21. Replace wiper/washer switch. See WIPER/WASHER SWITCH under REMOVAL & INSTALLATION. After repair, perform SYSTEM CHECK under TROUBLE SHOOTING.
22. Move wiper switch to HIGH position. Turn ignition switch to RUN position. Connect test light between ground and wiper motor connector C2, terminal " A" (Purple wire). If test light illuminates, go to step 25. If test light does not illuminate, go to next step.
23. Check for open in Purple wire between wiper motor connector C2 terminal " A" and wiper washer switch connector C202, terminal E8. See WIRING DIAGRAMS. If Purple wire is open, go to next step. If Purple wire is okay, go to step 21.
24. Repair open in Purple wire between wiper motor connector C2, terminal " A" and wiper/washer switch connector C202, terminal E8. After repair, perform SYSTEM CHECK under TROUBLE SHOOTING.
25. Using DVOM, check continuity of Yellow/Black wire between wiper motor connector C1, terminal " A" and wiper motor connector C2, terminal " B". If Yellow/Black wire is open, go to step 29. If Yellow/Black wire is okay, go to next step.
26. Check for poor connection at wiper motor connector C2, terminal " A" (Purple wire). If connection is okay, go to next step. If poor connection is found, go to step 28.
27. Replace wiper motor. See WIPER MOTOR ASSEMBLY under REMOVAL & INSTALLATION.
28. Repair poor connection at wiper motor connector C2, terminal " A" (Purple wire). After repair, perform SYSTEM CHECK under TROUBLE SHOOTING.
29. Using DVOM, check continuity of Yellow/Black wire between wiper motor connector C1, terminal " A" and wiper motor connector C2, terminal " B". If Yellow/Black wire is open, go to next step. If Yellow/Black wire is okay, go to step 21.
30. Repair open in Yellow/Black wire between wiper motor connector C1, terminal " A" and wiper motor connector C2, terminal " B". After repair, perform SYSTEM CHECK under TROUBLE SHOOTING.
