Gauge says overheating

1994 Buick Regal Custom 3100 engine 117000 miles. I recently obtained this car. From a cold start, withing 2-3 minutes, the gauge will read 260 degrees in the red. I replaced both temperature sensors/senders, radiator cap, water pump, and thermostat. Nothing helped. Coolant seems to be flowing well through the radiator. Both upper and lower hoses get hot. Is it possibly just a faulty gauge? Is there a way to test the actual temperature to see if it matches the guage? What else could be wrong?

If you know someone that has an infrared temperature sensor, that is a great way to check the temperature and get an actual reading, is the coolant boiling out?

Does the fan come on High when the gage is over 130 F. :
?
If it's really overheating the fan should be on high.
