2000 Buick Regal 6 cyl Front Wheel Drive

my car wont turn over its like its in a lock down mode, I cant turn the wheel or key. And the car is in park. Niether key is damaged and the battery is fully charged. How do I disable the lock on it so I can get it started?

The steering wheel is locked. Turn the steering wheel to the right and hold, then turn the key.

Sorry cant it is totally on lock down. Cannot move it at all.
