1999 Buick Park Avenue lights

Electrical problem
1999 Buick Park Avenue V8 Front Wheel Drive Automatic 162000 miles

the front/rear parking lights on the drivers side stay on all the time and the blinker doesn't work or blink the lights are good and the only way to shut it off to save the battery is to pull the fuse. Then I have no blinkers.
also, in wet weather my driver side window will not go down. When its dry out it works perfectly.

The multifunction switch(blinker) is probably no good, as for the window, water ids probably getting into either the connector for the motor, or the motor itself, removing the trim panel and taking a look is the only way to find out which it is, seal the connector by pulling it apart, apply some die electric grease in the connector and re plug. Sealing the motor needs RTV at the point the wires enter the motor.
