Radio not working properly

The radio in my 2002 Buick LeSabre (78,000) quit working today and the display froze. The display shows a radio frequency, "scan", and the time. I can't turn the radio on or off, change stations, etc. I was using the steering wheel controls to "seek" a station when this happened. The display stays on after the car has been turned off. Any help would be appreciated.

The most likely cause of this is the radio itself. I am attaching the info below but what I would do is make sure there is power and ground at the radio.

If the clock is working, then it is most likely there but we need to check.

Then we are good to replace the unit. Please see the info below on how to test and replace this. I included the wiring diagram and the process on how to replace it.
