1995 BMW 325 no power to heater control valve

Hi felllas:)
I am having issues with my heater. I was having issues with no heat. Changed termostast then a buddy said it could be a plugged heater core. Installed new one(not fun).
Now I put a current tester on heater control valve and noticed that their is no power to it when I turn heater on.I have checked fuses and no luck. Is there a relay of some sort?
BTW I have in the past 7 months changed the ratiator, water pump and overflow resevoir for coolant and bleed the system several times.

The heater valve is commanded off, try turning the heat off and see what happens. It may also be a heater valve issue.

When I turn heater from hot to cold you can really feel blower working but when set to hot air movement stops almost completely. Also no current when off.

The IHKA control module is suspect here. Programa can be a source, look at their site and good luck.
