I just replaced the rack and bled the lines of air. After hooking the battery back up. All the lights work and it just clicks and wont turn over>

Assuming that your battery is fully charged, my guess would be that you disconnected the engine ground strap in the process of changing the rack. Did you have to raise the engine in order to change the rack? If so, I would check that first.
