Check valve adjustment may have come out of adjustment since rebuild. Put a chalk mark across front of balancer if you can rev motor and see if chalk marks stay together if not the rubber in balancer may have broken. Also if dual belts meaning they both adjust same things may not be tight enough or are not a matched set as they must be as well as wrong flywheel or a weight broke off of flywheel.
