1999 Neon missing

My wife has a 99 neon 2.0 L DOHC. It has a miss, so I have changed plugs, wires, and coil. The code is telling me a miss in #4. When I pulled the plug the threads were covered in oil, which I know will cause the miss what seal might be leaking to foul the plug. There was no oil above the nut of the plug and up just from the threads down. Any advise and idea of how much it might cost to fix would be great.

You need to do a compression test. You may have a valve seal leaking significantly or the oil ring is letting oil past the compression rings and into the firing chamber. Leaking seal is fairly reasonable say a grand Leaking rings I'd get rid of the Neon.
