Seat belt on the driver's side will not engage anymore, why?

The seat belt on the driver's side of my car won't engage anymore. I checked the fuses and both are good. If I manually pull it back it will stay there, but once I open the door it won't work again. How Come?

Hi DONNA ROTH,

Are the seat belt lights and beeper on?

You can test the motor by applying battery voltage to the # 1 & 2 terminals after disconnecting the socket.

The passenger seat belt won't retract when the door opens or closes. Seatbelt light is on and it also started beeping. Didn't have this problem before. Driver side works just fine, how do I fix passenger?

So, there is an automatic seat belt motor controller that could have gone bad but let's check the fuses first. here is a guide to help and the seat belt wiring diagrams to see how the system works and which fuses to check:
