The A/C is not working?

It has a compressor running but it is not cold I pulled a vacuum on it and recharged it with a 1.7 lbs. Of 134 and not cold low side gage reading is 10 and high side is 100 it makes me think that the pressure valve or the compressor is bad, what do you think?

Thanks. Yes, 10 PSI on the low and 100 PSI on the high side means the system is not full. Please go over this video and guide to see what I am talking about:
