Steering wheel doesn't lock

Just bought a 2011 Jeep Wrangler Sport 2-dr. After removing the key from the ignition, the steering wheel will not lock. Why?
Asked 4 service techs. 2 said it should lock, and the other 2 said no.

Is there a lock and how do I replace it?

The clock spring is what locks these steering wheels in place when the key is not in the on position.

If this does not lock at all then you will need to replace the clock spring.
