Starter Location?

Hello,
My name is Brandon my girlfriends car is having some issues along with everything else. I'm only going to concern you for the car issue. The car is a 2010 Kia Forte 2.0L 4cyl LX. It has maybe 79,000 miles on the car. We have had almost no troubles till now. The steering column is locked up you can not wiggle the steering wheel while turning the key to unlock it. It is 100% stuck. There is a little wiggle on the wheel from left to right but not much. Please help as this car is an important work horse to continue making a living.
