engine electrical system - no start condition

I am thinking of buying a used 2007 Hyundai Accent with 24,000 miles. The car report states "Engine electrical system checked No-start condition checked" ... about 4 times in 24,000 miles. Should I be concerned?

Does the vehicle start and run? Are you buying it from a dealership, any warranty?

That report doesn't sound good to me,but, I'm not a hyundai expert. Maybe some of my co-workers would have a different opinion?
