Noticed rubber diaphragm under Master cylinder cap looks "sucked" in

Changed master cylinder 3x's already at dealer. ABS module changed. Bled lines 3 times to bleed back. Noticed rubber diaphragm under master cylinder cap looks "sucked" in. Brakes travel down and stay at a fixed position, not all the way down, and stops with no slow moving.

Good morning,

This is from a low fluid level.

You need to have the system inspected for leaks. The low pedal is also the result of the low fluid level. I no leak is found; the master cylinder is most likely the issue.
