My 2005 Kia Amanti does not blow out any air at the floor level when I select mode face - floor.

You have either a faulty switch in the control unit, a stuck dirverter door inside the HVAC unit or a leaking vacuum line/solenoid inside the HVAC unit.
You can test the switch with a multimeter, or remove the HVAC unit and test the door/hoses/solenoids with a vacuum pump.
