Problems removing ignition switch

I have had a problem with the starter not stopping when I start the engine when I remove the key to turn off the vehicle. I have replaced the starter and both fuses/relays and now am trying to replace the ignition switch. Is there a "trick" to removing the top and bottom "shrouds?" on the steering column so I dont have to remove the steering wheel? Am I going the correct direction with this line of repairs? Thanks Lee
