cabin cold/engine hot?

If the 2005 Dodge Grand Caravan's heater/defroster is not warming, yet the engine is running excessively hot, does this indicate a malfunctioning radiator themostat?

Actually, it could be a bad thermostat. However, it could be blockage in the radiator or heater core. I would recommend replacing the thermostat and having both the radiator and heater core flushed.
