You probably need to remove the wheel lug nuts to remove it-

Usae a screwdriver or pry bar to pry it off

No It's Not Held By The Lugs Nor Is It Held By The Outer edge Of Rim, Seems To Be Held In The Center Of Cap Someway.

You have to remove the center cap. And its held on with 3 screws at the lug nut area.
