Hello.
I have a 2005 (facelift) BMW 730d. Recently cruising on German autobahn (100-110 mph) and the car broke down. I heard a popping noise from underneath, I thought I wet over something, but then the car lost power and some loud whistling noise was heard. I stopped to check, and the loud whistle was heard from around turbo upon acceleration. I carried on driving for another few miles and the engine cut off, the car stopped.
A German main dealer inspected it and said the catalytic converter is blocked.

So I recovered the car back to the UK. I took the cat off, but it still wouldn't start.
I'm thinking of buying a second hand cat off ebay, with the O2 sensors. Will the car start again? Or will it need an engine re-map, or any kind of computer tweak?

First of all check the basics; 1. The presence of fuel from the injectors and fuel pressure. 2. Check engine compression.

Also disconnect the fresh air intake from the turbo and check to see that the turbine spins freely and there are no obstructions (usually a clogged catalytic converter will allow the engine to start, but have very limited power - in severe cases the engine will start but cut off after a short while).
