Main fuse keeps blowing

I have a 2001 BMW 740I and I was driving and it really rained hard and I slowly went through a puddle since there was one either way I went. After that, I drove about 5 miles without any problems. The check engine light came on and started flashing. I immediately turned off the car and it wouldn't start. I have full power to everything in the car. My mechanic said he replaced the main fuse and everytime he puts the key in the ignition and starts to turn it, it blows the main fuse everytime. Any suggestions?

Fashion something to temporarily replace the fuse with a pair of small jumper wires and a 12 volt light bulb. When the circuit is turned on and the short is present, the bulb will simply be full brightness. Now he can unplug things until the short is isolated and removed. When it is, the bulb will go out or dim.
