For some reason the OBD on my Pickup is like brain dead. Is there any reason that it might not be working?

I have a 2004 Chevrolet Silverado, and the other day my check engine light came on so I hooked my OBD reader up to it and it was not able to read it. Its like my OBD system is brain dead, and I dont know what to do. Is there any reason that it might not be working? And if there is a way to fix it or some simple causes that I could try and see if they are the problem. Im going to get a new battery for my truck next week, but could that be the problem. And there shouldn't be a reason for this truck not to work it has been garage kept all its life it is in excellent condition and I have never took it OFF ROAD I will attach a picture. Thanks, Andrew

Yes the battery would make it do it, I have a 00 suburban and it was doing the samething and I charged the battery up and it solved the problem
