Fuel gauge not working properly

The won't go past 3/4 when the tank is full. I pulled fuses 15 and 28 then turned on the ignition to reset the gauge. However that didn't work. Any ideas as to what else to try?

More then likely this is the fuel level sensor has failed. This a sensor that changes resistance level based on how much fuel is in the tank. So when it fails it does not give the correct readings so the gauge is wrong.

I am attaching below the testing that we need to do in order to figure this out.
