My car won't start. It's minus 32degrees celcius, my car froze up at work. Tried boosting it, wouldn't start. Turns over, but won't catch and stay running. Got it towed home, put in garage, put magnetic oilpan heater on it. Changed oil, oil filter and air filter. Tried boosting again, same thing, sluggish turning over, won't stay running. Should I change spark plugs and try again? Is this indicative of something worse? What else could I try?

If it is sluggish turnibg over, either the engine is having lubricating faults due to the cold or the battery is not strong enough.

Sluggish cranking is not related to spark plugs. Try removing the spark plugs and cranking to see if speed increases.
