2003 Saturn L300 Repair Question

When removing the oil filter cap, I cannot get the cap to break free from the housing/can. The the whole housing/can will turn about 3 turns and stop is this supposed to happen?

The housing's can turn if someone put's the cap's on too tight then when you go to remove it the housing spin's.You will have to get some really big channel lock's to hold the housing the while you break free the cap.Then you will have to remove the housing to inspect the seal at the base and also make sure the housing get's tightened back up.You will need a 12mm allen socket to remove and tighten the housing.
