Engine losing power especially when going uphill

My car is a KIA spectra 2003 a couple of months ago it started loosing power going up hills and moving slower, then it started revving up every time I pressed harder in the gas peddle so I readjusted the timing belt and changed the spark plugs and put a new throttle positioning sensor in but still now luck today I tightened the throttle cable and that didn't seam to work so im asking you guys what you think.

Scan for codes and check fuel pressure. If that's ok then attach vacuum gauge to inlet and if reading at 15' or below suspect a plugged catalytic converter. Fuel pressure 46-48 psi and 26 psi 5 minutes after shutting engine off.
