Van was diagnosed with a bad fuel pump. Dropped the tank, decided to check the voltage to the pump connection, was only getting 6.1 volts to the pump connection. I checked the fuse relay and the relay, checked the power to the relay contact and was getting 12 volts. I installed a new relay, the power didn't change. I jumped the fuse connection where the contacts would have been on the relay, got 12 volts to the pump, and it ran, but with the fuse in I still only get 6 volts.

Have you checked the connections for the fuse? If you got 12v when it was jumped, that tells me the wiring is good. So, the only thing left is the fuse connection.

So the problem is in the relay itself?
