2003 Dodge Neon car stalls

Car has a evap leak code. And after worming up the engine it will stall and it is verry hard to re start also has wet spot around the fuel line dampner could this be the problem

Fuel line dampner? Can you explain where exactly where you see the wet spot? An evap leak is usually related to gas fumes and not raw gas.

The gas or wet spot is on the line from the metal line from the gas tank it has a plastic line that coneckes to it at the firewall and goes to the fuelrale the book called it the fuel damper it is leaking from it just barley wet

Okay, chances are that isn't setting the EVAP code. However, any fuel leak is dangerous and should be addressed. Have you checked under the vehicle for any damaged hoses, the fuel fill hose, or even the gas cap itself?
