2003 Dodge Intrepid hesitation

Before replacing my water pump I never had any hesitation problems. Now my car hesitates when driving. My rpms are very low, I have no umph, which makes going across intersections scary. I replaces my crank shafts sensor, my cam shafts sensor, spark plugs, coolant bleeder, starter wire, and a few other things. I have these codes coming up. P0016 p0703, p0871. The p0016 has been there the longest and the p0700 just popped up. I don't know what eles to do. I can't go on the freeways, it's scary when it hesitates in the middle of traffic.

These are the classic symptoms of incorrect camshaft timing. Almost certainly the camshafts moved while the timing chains were removed, and the timing marks weren't checked when everything was reassembled. The timing marks have to be checked after the chain tensioner is set because activating it will also cause the camshafts to turn as the slack in the chains are taken up.
