2003 Monte Carlo Stalling

I have a 2003 Chevy Monte Carlo. We can not figure out what is wrong with it. This doesn't happen all the time, but I am having problems with my car stalling out. When I come to a stop it idles poorly. The RPMS will jump around the 500-1000 mark and they will then drop completely and the car will stall. It seems like it's not getting enough gas or air flow when it's idling. The engine has been tuned up, new air filter, new battery, EGR & MAF have been replaced. It's been to a Chevy dealer mechanic twice and drives perfect for them everytime. I had them check the idle air control valve and the TPS and they said they are functioning properly. Do you think it could be the fuel filter?

Check the fuel pressure within a fuel pressure gauge to rule the fuel filter and fuel pump to include the fuel pressure regulator also recheck the IACV

I have a 2001 and same problem. to fix---replace catalytic converter. Eventually just took it off completely because it went bad again within a year!
